Sounds like it could use an alignment. That’s probably noise from the delay chips not being properly biased or the balance trim not set
Finally heard back from Mike today. Here’s his reply: “I bought about 100 of these, all black, from Moridaira of Japan in early / mid 1970’s”

I’d have the footswitch replaced. Sounds like it’s wore out.
I would not touch the trimpots.
Which switch are you toggling to clear up the issue?
If you’re getting some modulation I’d say the MN3007 is OK.
Yeah, I wouldn’t worry too much about that.
I would suspect a broken trace going to the pads the pot is soldered to. Barring that, there may be an issue with the flange switch.
I’m assumning the pcb is made and populated in China but is assembled into the chassis in NYC.
If it has a battery in it, usually the led will only light up if something is plugged in to the input jack.
Wouldn’t hurt to check with EHX. They may fix it for you.
What’s the circuit board look like? Is there a model number on the board?
It’s a 3 pole, 2 position rotary switch.
