It’s an ironing board cover. Kitchy as hell, I know.
They (ironing boards) actually work pretty well for a makeshift workspace.

As for the red and black wires you mention, those are the LED wires and they aren’t touching.

Yeah it came with an extension cord looking wire that plugs right into it.
It looks proprietary at first glance, but it obviously can be replaced with something else if need be.
