Well you cant really, you can only figure out if its mid-late 90’s or or one of the newer ones. Russian pots don’t have date codes on them.
Post a pic and we can tell you roughly. Its definitely not vintage so I’ll move the thread to the help/tech forum.

Ned FlandersModeratorDon’t turn them unless you are qualified to do so and own an oscilloscope. You will just destroy it and need to send it in for re calibration.

Ned FlandersModeratorWell the jack with the broken blue wire is the input jack and normally that would go straight to the switch but this wire is far too short for that, I’m not familiar with the DMM and whether its true bypass or the input goes via an amplifier stage to the switch (non true bypass) like the micro synth or not. I’ll PM Ron and ask him to have a look for you.
