Some expression pedals are certainly built better than others.
But I do just fine with an M-Audio EX-P, and they are relatively inexpensive.

The Flanger Hoax is a completely inspirational tool. I love it so much that I have 2 of them. It definitely has a few shortcomings, and isn’t exactly the most convenient pedal to use on a guitarist’s pedalboard. But for experimentalists and studio fiends, it’s essential, IMO.

What would stop decay/feedback, turning it into a single echo slapback? Fixable?
Is this MN3005 or SAD1024? Would the delay chip be the problem, or something else?I don’t own that version, but I would reckon that it’s an MN3005. It seems like the chorus feature was introduced at the same time that EHX switched to using the Panasonics.
If you’re getting at least one repeat, then the delay chip should be okay. There is probably a trimpot to calibrate the feedback.

I haven’t heard of any mods to increase headroom, but if the 2 above options aren’t feasible, then the Worm might not be your bag.
Fender&EHX4everModeratorYou could always use a vintage EHX Hotfoot. I have one, and it works perfectly – very well-built. I understand the appeal of modding, but the Hoax is a bit expensive to take a risk on, IMO.

In laymans terms, a through zero flanger set to do the jet-plane swoosh will eventually pass through a notch of silence (the zero point).
The filter matrix freezes a notch, so it behaves more like a sort of metallic sounding equalizer.
Fender&EHX4everModeratorThe filter matrix is also featured on the original vintage Electric Mistress (both 9v and 18v versions), the vintage EchoFlanger/PolyFlange/PolyChorus units, the reissued Stereo PolyChorus, and the new XO Stereo Electric Mistress. That’s quite a few pedals to choose from already.

A level knob!Fender&EHX4everModeratorIf you look inside the Wiggler, the guts are already crammed in there without any room to spare. I can’t imagine how they would fit all of it into a smaller enclosure. IMO, it wouldn’t be a Wiggler any more if you removed the tubes. And if you keep the tubes, you gotta keep the toroidal transformer and the wall wart.
The only design difference I would make is to mount the power jack somewhere other than the side. I might have placed it on the top-side by the jacks, or even the top/corner-face of the pedal just above the knobs.
