The white wire has nothing to do with it. I’d suspect a bad CA3094 IC. There are 2 that produce the oscillating signal. When one goes bad, no phasing occurs but it will still pass signal.

I never opened up a pedal before to work on it, but I would like to try and repair this myself. I see the four CA3094 chips. How does troubleshooting them begin? Do I need to get my hands on a working CA3094 IC and start swapping them out one by one, or can I test them somehow without pulling them off the board?
